The increasing scrutiny of the activities of foreign nationals (WNA) in Bali is finally being responded to with more concrete measures.
Directorate-General of Immigration through Special Class I Immigration Office TPI Ngurah Rai not only tightens the crackdown on residency violations, but also launches a community based surveillance scheme through the Village Manager Immigration Officer (PIMPASA) program.
The move was made by the Head of Intelligence and Immigration Enforcement at Ngurah Rai Immigration Office, Raja Ulul Azmi Syahwali, while attending a Hearing Meeting with DPD RI I Gusti Ngurah Arya Wedakarna in North Kuta Camat Office, Badung on Tuesday (4/8/2026).
The policy comes amid increasing public concern over alleged abuse of residence permits by some WNAs operating in Bali. During this time, immigration supervision was judged to face challenges due to the rapid growth of foreign communities, digital business, to various activities that take advantage of visas or residence permits are not as they should be.
In the forum, King Ulul Azmi Syahwali revealed that Immigration has imposed an administrative action of 10-year denial on two Dutch citizens.
Both are initiated by J.A.S, holders of the Work Limited Residence Permit (ITAS), as well as H.Q.V. holder ITAS Investor with a guarantee company in advertising.
Based on the results of the examination, both are suspected to have engaged in activities that do not correspond with the purpose of granting a residence permit, i.e. conducting an activity without legal persons.
The sanctions serve as a signal that residency abuse is no longer viewed as an ordinary administrative offense, but rather as one that could impact the legal order and investment climate in Indonesia.
