The Secretariat of the Bali Provincial DPRD has allocated Rp25,740,000,000 solely for meeting food and beverage expenses throughout 2025. The figure appears in the RUP with Code 57557853, announced on February 24, 2025.
The package, titled
"Meeting Food and Beverage Expenses," is specifically for
"Council Recess Activities."
Specifications include: DPRD activity snacks, DPRD activity meals, regular snacks, and boxed meals.
What’s baffling:
1. Rp25.7 Billion for 1 package.That equals Rp2.1 Billion per month, or Rp70 million per day if divided evenly from January to December 2025.
2. Method: Direct Procurement. No open tender. Meaning a single provider is appointed directly for a full year.
3. Not sustainable. The economic, social, and environmental aspects are all marked "No."
Meanwhile, the APBD is public money. Yet in the field, many village programs, community health centers `posyandu`, and food security initiatives are still underfunded.
The question is simple: Does the council’s recess function really require Rp25.7 Billion worth of boxed meals in a year? Or is this a new form of budget waste, neatly packaged under the term "activities"?
The KPK and BPK need to re-examine the reasonableness of the value, the urgency, and the use of direct procurement for a non-physical expenditure of this scale.
