Alleviating Immigration Violations,Foreign Nationals Must Go toImmigration Office To Extend StayPermit

The Directorate General (
Ditjen) of Immigration, Ministry of Imm-
igration andCorrections, has enacted a
new regulation for managing stay per-
mits for foreign nationals(WNA) in Indo-
nesia. Referring to Circular Letter Num-
ber IMI-417 .GR.01.01 Year 2025 , which
will be effective starting May 29 , 2025 ,
foreign nationals in Indonesia are requ-
ired to undergophoto capture and an
interview at the immigration office when
applying for a stay permitextension.
Prior to these steps, foreign nationals
must register their stay permit application
andupload required documents online
through the website evisa.imigrasi.go. id.
This procedure alsoapplies to foreign nat-
ionals holding a visa on arrival (VoA) .
The Acting ( Plt) Director General of Imm-
igration, Yuldi Yusman, explained that this
policy aimsfor damage control, specif-
ically to minimize the potential for misuse
of stay permits, maintainorderly immig-
ration administration, and supervise the
role of WNA guarantors. Yuldi stated, "We
initiated this adjustment to the stay per-
mit extension procedure by thoroughly
evaluating theresults of a comprehensive
assessment by the Directorate General
of Immigration. We foundthat the num-
ber of stay permit abuses and guarantors
who did not fulfill their responsibilities
was still high" . He cited the foreign inv-
estment operation (OPS PMA) cond-
ucted jointly withBKPM during the first
quarter of 2025 , where the Direc-
torate General of Immigrationappre-
hended a total of 546 foreign nationals
suspected of stay permit misuse, as well
as a totalof 215 companies suspected of
being fictitious or problematic whose
business licenses hadbeen revoked by
the Investment Coordinating Board (
BKPM) .

Based on periodic statistical data of imm-
igration administrative actions, from Jan-
uary to April2024 , there were 1 ,610 for-
eign nationals, while from January to
April 2025 , there were 2 ,201foreign nati-
onals. Law enforcement performance
based on immigration administrative act-
ions in2025 significantly increased by
36.71% . Referring to Law Number 6
of 2011 concerningImmigration, Article
63 Paragraph (2) states that guarantors
are responsible for the presenceand act-
ivities of the foreign person they guar-
antee during their stay in the Territory of
Indonesia,and are obligated to report any
changes in civil status, immigration status,
and address.
For WNA belonging to vulnerable groups
such as the elderly, persons with disabi-
lities, pregnantwomen, breastfeeding
mothers, and those in urgent conditions,
the application registrationprocess, doc-
ument submission, and payment can be
done directly along with photos andint-
erviews at the immigration office (walk-in)
with assistance from officers.
Yuldi also urged all foreign nationals
who are processing stay permit exten-
sions or datachanges to provide accu-
rate information during interviews with off-
icers. He emphasized, "Weremind foreign
nationals to provide accurate information
to officers to avoid future problems" .The
Minister of Immigration and Corrections,
Agus Andrianto, stated, "With the imple-
mentationof this policy, the Directorate
General of Immigration hopes to stren-
gthen the supervision system 

over the presence and activities of
foreign nationals in Indonesia, and
ensure that allimmigration processes
comply with applicable legal provisions"
