Astro Li as petitioner requests judicial review of 4 laws simultaneously:
• Law Number 3 of 2022 about National Capital
• Law Number 21 of 2023 about Revision to the Law about National Capital
• Law Number 2 of 2024 about Province of the Specific Region of Jakarta
• Law Number 151 of 2024 about Revision to the Law about Province of the Specific Region of Jakarta
The current laws state that a presidential decree (_Keputusan Presiden_) is required in order to establish the Nusantara Capital Specific Region (_Daerah Khusus Ibu Kota Nusantara_) Province, as well as to replace the Jakarta Capital Specific Region (_DKI Jakarta_) Province with Jakarta Specific Region (_DKJ_) Province. Astro Li argues that the existence of the Nusantara Capital Specific Region provincial government is essential to smoothen the gradual capital relocation process. Therefore, Astro Li requests the Constitutional Court of Indonesia to declare Nusantara is automatically the national capital of Indonesia since the enactment of National Capital law, allowing Nusantara Capital Authority to start activating the provincial-level government of the Capital Specific Region of Nusantara, and enforcing Jakarta Specific Region Province law immediately without any necessity to wait for the presidential decree. During the capital relocation transitional period, Jakarta is serving as temporary supporting co-capital of Indonesia. The presidential decree will be required only to revoke the (supporting) capital status of Jakarta.
